We also need it to protect us from floods and wildfires, from financial meltdowns and climate change. We can't do that kind of thing ourselves."

Individuals help, the government meddles ineffectively. The quote above is assuming the federal government is providing all the goodness mentioned. Wrong, it is the various lower level governments, with whom the federal government meddles.
